Canadian Forces (CF) Medallion for Distinguished Service
Criteria For Selection
This medallion is presented at any time to employees or teams who are not members of the CF, but who render services to, or in conjunction with, the CF that exceeds the expectation of their employment or personal responsibilities. Only non-military service (i.e., service that is not rendered while the person is an active member of the CF or the armed forces of any other country) is eligible for consideration of this award.
Normally, this high level of service is recognized by the ADM (HR-Mil) Merit Award, but the CF Medallion for Distinguished Service is awarded by the Chief of Defence Staff (CDS) when the service is of a rare and exceptionally high standard.
Nomination Procedures and Approval
Nominations on behalf of any employee or team in Canadian Forces Exchange System (CANEX), SISIP Financial Services, Personnel Support Programs (PSP), Finance and Informatics, Human Resources (HR), and Internal Audit and Review (IA&R) must be submitted by the Division Head to the President and CEO for approval, using the application form found in Appendix 1 to Annex C to Section 18 of Human Resources Policy and Procedures Manual.
The details of the Canadian Forces Medallion For Distinguished Service are set forth in Canadian Forces Administrative Orders (CFAO) 18-25. For ease of reference, a summary follows:

A recommendation for the Medallion Merit Award shall be submitted in accordance with CFAO 18-4, Recommendations for the Canadian Orders, Decorations and National Military Honours.

The Medallion is an award from the CF as a military organization. Recommendations for awards to public servants should balance the Medallion with other awards, such as the Deputy Minister's Commendation and those from the Public Service itself, and indicate why the medallion is the most appropriate form of recognition.

The CF Decorations and Commendations Advisory recommendations committee shall consider recommendations of eligible persons and submit to the CDS the names of any such persons who, in the opinion of the committee, fulfill the conditions of the award.
