2009-2010 MFSP Funding Applications Submission Deadline

Your 2009-2010 MFSP Funding Application must be submitted via the MFSP eBusiness Centre, by midnight ET, Saturday 1 November 2008.

Review Focus
DMFS’ review of these applications will focus primarily on any variation between what the Centre allocated in their 2008-2009 MFSP Service Delivery Agreement, plus any in year funding adjustments and what is being requested in 2009-2010 in each Service Category and Management & Administration.  Centres should ensure that a rationale is provided in the narrative that explains the variance.

Changes to ECC/ERCC
To accord C/MFRCs greater flexibility in managing funds and to lessen some administrative burden, DMFS has removed the restrictions formerly placed on Emergency Child Care and Emergency Respite Child Care for fiscal year 2009-2010.  Funds allocated to the Child and Youth Development and Parenting Support service category may be distributed across the category by the C/MFRC according to the priorities of the Centre and the objectives of the MFSP.

In preparing their 2009-2010 MFSP Service Delivery Agreements, C/MFRCs should base their 2009-2010 allocation for Emergency Child Care and Emergency Respite Child Care on historical data to ensure that sufficient funds are allocated for the fiscal year.

Orientation
Detailed orientation or refresher training on how to complete the MFSP Funding Application is available from your DMFS Field Operations Manager.

2008 CF Demographic Data
DMFS has obtained CF demographic data from the Directorate Human Resources Information Management (DHRIM).

This information will be used by DMFS to provide context for the 2009/2010 MFSP Funding Application review.  C/MFRCs are reminded that CF demographics are not the sole factors in the consideration for allocating MFSP funds.  The number of CF families that the C/MFRC is responsible for providing services to is one contextual factor that assists DMFS in understanding the resources that are required to deliver the MFSP.

The MFSP eBusiness Centre exists to facilitate the exchange of information and resources between the Director Military Family Services (DMFS) and Canadian/Military Family Resource Centres (C/MFRC) by providing a central access point for business transactions using a web-based interface. This initiative was developed with the cooperation of the Canadian Forces Personnel Support Agency (CFPSA) Corporate Web Services, and with the financial assistance of National Defence On Line.
